To: All establishments currently operating under a live and/or fresh fish certification protocol

The Canadian Food Inspection Agency (CFIA) is changing its approach to issuing partially completed certificates for Canadian live and/or fresh fish intended for export.

These changes are being phased in, beginning in Fall 2013 for non-registered establishments, such as those under the Live Lobster Certification Products (LLCP) and in November 2013 for registered establishments.

In addition to the need for an export licence, non-registered establishments must develop a written Export Certification Control Program (ECCP) plan, with specific criteria for receiving partially completed certificates, prior to submitting to the CFIA for approval.

Registered establishments will be required to update their Quality Management Programs (QMP) plan to include all relevant elements an ECCP, including protocol requirements if partially completed certificates are still required. Registered establishments do not have to apply for an export licence.

The new 'Protocol for Partially Completed Certificates' outlines the eligibility criteria to receive partially completed export certificates. This document replaces all existing protocols relating to partially completed certificates, including the LLCP and will be used by the CFIA to assess the eligibility and compliance of establishments against the requirements of the protocol.

This notice does not apply to certificates issued for aquatic animal health purposes. If you require further information, please contact your local CFIA office.
